Debugger.exe opening but its not working - JDE 812 TR-8.97.2.2

In Client JDE.INI add an entry in

[DEBUG]

OWDeveloper=TRUE

This setting will be useful for other Dev tools also such as FDA.exe ,RDA.exe,UTB.exe etc.
